Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are waged: positive announcements are released from various governments. Immense energy is allocated on containing specific proposals. By night, Moscow brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "settlement".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capability afforded by up-to-date information. From witness perspectives, defense planes that had been deployed to engage hostile cruise missiles streaked across the sky – modern combat jets provided to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, probably supplied through Western nations. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly becomes grim resignation: possibly the hostile projectile won't hit its mark this time, sparing the city from ruin and additional electricity failures.
Ongoing Risks
Soon after, a heavy machine gun engaged a drone somewhere nearby, part of a rapid response unit – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.
Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's essential dependence on international aid – a dependence that neighboring countries are evidently unprepared to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from Washington generated strong feelings, controversy and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new initiative from American administration follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually secure success. This trend will, certainly, continue.
Tactical Assessments
It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership functions according to a premise well known to experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is unfeasible to force Russia to abandon the territory that it currently occupies in Ukraine's occupied territories.
The issue is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through words or deeds, from thinking that the current condition will not evolve additionally in its benefit in the coming year.
Conflicting Perspectives
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing people and territory but preventing a complete military breakdown until conditions improve in its favour.
Current Realities
Factually, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their attention does not shift toward homefront challenges. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will change their overall approach.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a just a single week to kill the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, latest revelations, all served their function.
While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
